Roy Wood was the dude that dropped off ELO in the early 70s to make weird music with his new band Wizzard.
Their stuff ranges from poppy to psych to glam, often within the same album, but this particular song here has a light, sort of Beach Boy-y feel to it, very melodic with melancolic aura to make it perfect.
